Some architects take pride in their "avant-garde" ideas, but that doesn't mean their buildings are pretty or practical.
When an architect wants to stand out from the crowd and push the boundaries, his or her clients may give them free rein to do whatever they want. The result may be cities that end up with streets and buildings which may have a futuristic look, but don't make the grade when it comes to practical considerations.
