It tell about a little girl addressing something that has caused much devastation in her life and her family. She addresses these words to a certain 'Jack,' designated as the one responsible for all her misfortune and her death. In fact, the girl did lose her life at the hands of her own father, who was under the influence of this Jack.
This name is actually used in reference to whiskey (the famous brand from Tennessee) and the story tells about the damage caused by alcohol.
